Half-baked idea. Needs work.

Some wheelchair bound people end up homeless because of their disability. This likely makes their health much worse in most cases.

Wondering if there would be a way to do a housing is healthcare version of the two towers concept and have it attached to a hospital or clinic.

The two towers concept provides both affordable housing and vacation homes. Maybe this provides housing for the indigent and paying patients coming to get cutting edge care.

Have a medical specialist on site for the issue in question and massage therapists and test my ideas that improving lymph flow would reduce bed sores.

Rooms should not be hospital rooms. They should be very spare, clean dorm rooms.

Institute policies per my PA practices: Trash goes out immediately after meals, etc. 

Ideally, it should be possible for residents to go out to nearby amenities (grocery store, eateries) and also get stuff delivered. They pay the groceries or whatever, the program covers delivery.

Call it an experiment or a pilot program. Be prepared to make changes as real world experience casts light on what works and what doesn't.

Ideally, go to homeless services, get a list of homeless people as your first 6 or 20 residents. Justify it as "an experiment" and have them sign consent forms to track their health status as a consequence of getting them off the street, better fed, etc.

Come up with numbers proving it's cheaper to house these people than to let their health go to hell on the street and send an ambulance for them when they inevitably need emergency care.

Maybe someday this world will be less shit when it comes to making sure handicapped people can arrange housing somehow. Currently, we SUCK.
